Swiss voters reject SVP plan for 10M population cap
Swiss voters rejected an SVP initiative to cap the population at 10 million by 2050, 54.79% to 45.21%, amid warnings it could threaten free movement and access to EU markets.
Swiss voters rejected an initiative by the Swiss People’s Party in a nationwide referendum held in June 2026, with 54.79% voting against and 45.21% in favor. Voter turnout was 58.86%.
The proposal would have amended the constitution to cap the permanent population at 10 million by 2050. It would have given the Federal Council and Parliament authority to take measures, particularly on asylum and family reunification, if the permanent population exceeded 9.5 million before 2050.
Supporters described the plan as a sustainability measure to reduce pressure on transport, housing and health services. Opponents warned the change could force Switzerland to end the free movement of persons agreement with the European Union and other bilateral accords, threatening access to EU markets.
Official figures cited during the campaign showed immigrants make up about 27.5% of Switzerland’s permanent population. Early opinion polls had pointed to a possible passage of the initiative, but concerns about economic consequences influenced enough voters to reject it, analysts observed.
The vote exposed a geographic and fiscal split. Maximilian Hess, founder and principal at Enmetena Advisory, noted cantons with corporate tax advantages largely voted against while cantons known for lower personal income taxes tended to support the proposal. Hess added the no vote lowered the risk of rupturing tax-related ties with European partners.
Displaced International, a U.S. nonprofit, warned in a statement: “The danger is that future proposals may return in softer language while pursuing the same outcome: making access to protection, asylum, family unity, and legal stability conditional on political anxiety over numbers.”
The referendum leaves current immigration and asylum rules unchanged. Observers warned similar initiatives could be proposed again in modified form.
