OCC targets October end for GENIUS Act stablecoin rules

The OCC expects to finalize its GENIUS Act stablecoin rules by the end of October, ahead of its earlier November target, Comptroller Jonathan Gould said Oct. 15.

The U.S. Office of the Comptroller of the Currency expects to finalize its rules for stablecoins under the GENIUS Act by the end of October. The agency had previously targeted November.

Comptroller Jonathan Gould gave the updated timeline during DC Fintech Week on Oct. 15. He described publication of the final rule as expected “in the very near term.”

The rules will set out how the OCC supervises payment stablecoin issuers and clarify which eligible banks and nonbank institutions may issue the tokens. They will address reserve management, capital requirements, audits and regulatory supervision.

Signed into law on July 18, 2025, the GENIUS Act establishes federal requirements for payment stablecoins. The law requires reserve backing, customer redemption rights and compliance with anti-money laundering rules.

The OCC proposed a 376-page rule in February 2026. The final version is expected to explain how the agency will apply the law to stablecoin issuers and their operations.

The GENIUS Act is scheduled to take effect on Jan. 18, 2027, or 120 days after federal regulators issue their final rules, whichever comes first. The Federal Reserve, Federal Deposit Insurance Corporation and Treasury Department are preparing rules covering other parts of the law.
