OFAC adds 134 ISIS-K crypto wallets; Tether freezes Tron funds

OFAC added 134 cryptocurrency wallet addresses tied to ISIS-K to its SDN list; Tether froze balances on 131 Tron addresses named in the sanctions.

On Wednesday the U.S. Department of the Treasury’s Office of Foreign Assets Control added 134 cryptocurrency wallet addresses tied to ISIS-K to its Specially Designated Nationals list. Stablecoin issuer Tether froze balances on 131 Tron addresses named in the update.

Blockchain forensics firm Chainalysis identified 131 of the sanctioned addresses on the Tron network and three on the Monero network. Chainalysis reported the 131 Tron addresses received more than $1.4 million in crypto donations since 2023 and sent out over $880,000.

Chainalysis said it found multiple donation addresses used by ISIS-K across Tron, Monero and Bitcoin. The firm flagged several wallets that moved funds to Syria-based cryptocurrency exchanges and other mainstream services.

On June 22 the Treasury added three individuals and six entities across Europe, the Middle East and West Africa to its sanctions lists, including Syria-based MSB Bitcoin Xchange and Turkish MSB Spider. The agency described those earlier designations as targeting key facilitators who enable ISIS to move funds among its regional affiliates.

Placements on the SDN list allow U.S. authorities to block property and prohibit transactions with listed parties and addresses. Adding wallet addresses gives firms that handle digital assets a legal basis to freeze or block funds; Tether confirmed it froze balances tied to the 131 Tron addresses identified by OFAC.

Blockchain analytics firms have increasingly supplied on-chain evidence for enforcement. A blockchain intelligence company reported that wallet addresses, transaction histories and on-chain flow analysis were used in convictions for terrorism financing in Indonesia in 2024 and 2025.

Chainalysis reported ISIS-K has solicited cryptocurrency donations via websites and messaging platforms. The new SDN entries add individuals, entities and virtual asset addresses connected to terrorism and other illicit activity to the Treasury’s sanctions lists.
