Flare seeks XRPL reach as community votes July 6 on Songbird

Flare will hold a governance vote July 6–13 on deploying Flare Confidential Compute to its Songbird canary network.

Flare Network has scheduled a community governance vote from July 6 to July 13 on whether to deploy Flare Confidential Compute (FCC) on its Songbird canary network. The governance notice was posted June 29. Flare describes the deployment as the first live implementation of Flare 2.0, which combines trusted execution environments with the network’s existing data protocols.

If token holders approve the proposal, Songbird will receive a programmable execution layer connected to the XRP Ledger. The proposal introduces protocol-managed wallets that operate on external chains under predefined rules, a faster verification path that processes external-chain operations per transaction rather than in batches, and support for third-party hardware extensions that link into Flare’s relay and consensus networks.

Protocol-managed wallets will use cryptographic keys stored inside hardware-protected environments. At launch those wallets will support assets issued on the XRP Ledger. The upgraded data connector will serve as a verification layer for the wallets, confirming external-chain transactions individually.

During initial tests on Songbird, the Flare Foundation will run the secure hardware environments using Google confidential compute. Participating data providers will collect, package and authorize data through a weighted consensus mechanism. Providers will receive compensation from a foundation-funded pool and attestation fees for their authorizations.

Flare officials noted the Songbird rollout will provide operational performance data and security metrics before deploying FCC on the primary Flare mainnet. Flare 2.0 was first outlined in March 2025 and is designed to allow developers to build custom secure hardware extensions that use Flare’s relay and consensus layers. The initial proposal focuses on XRPL support, with the design intended to be extensible to other blockchains over time.

Hugo Philion, co-founder and CEO of Flare, described the relationship between the two networks: “XRPL is the layer where assets get issued, while Flare acts as the compute layer that adds smart features and flexibility.” The governance vote will let Flare token holders decide whether to proceed with the Songbird test rollout, which the foundation frames as a controlled environment to measure fees, rewards and system behavior before any mainnet launch.
