Authorities describe the approach as dollar-cost averaging implemented at a national level. The administration presents the reserve as a long-term bet on bitcoin’s appreciation rather than a trading position. President Nayib Bukele has repeatedly maintained the country will not sell and has used the phrase “1 BTC = 1 BTC.” Officials have summarized the routine as “Buying the dip, every day.”

Purchases have continued despite tension with the International Monetary Fund. Under a $1.4 billion financing agreement the IMF urged El Salvador’s public sector to stop buying bitcoin and has questioned how the purchases align with the deal’s terms. The IMF has also suggested some reported increases may reflect internal reshuffling of coins rather than net new purchases; the Salvadoran government disputes that characterization.

Timing and mechanics of some acquisitions are not fully transparent, which makes precise reserve figures difficult to verify. Salvadoran officials now report bitcoin alongside traditional reserves and have used unrealized gains on the holdings in government accounts during market upswings.

El Salvador adopted bitcoin as legal tender in 2021 and later adjusted that status; the government has continued to add to the reserve. The IMF has raised objections to the purchases.
