At Philippine Blockchain Week 2026, Daria Chernozub, global adoption lead at Dash Blockchain, said: “We believe that Dash brings the technology and the payment solutions for people who are suffering from high commissions [and] who need something easy to use.”

Dash is focusing on markets where commission costs are high and users need simpler, lower-cost payment options. The team has started discussions with significant market participants and has prepared a legal opinion letter for use in conversations with regulators and financial industry bodies.

Regulators and industry advisers at the event described the local business environment for foreign investors. Rogelio Quevedo, commissioner at the Philippine Securities and Exchange Commission, told the audience: “Foreign investors can register a corporation online from anywhere in the world in about 20 to 30 minutes.” He added that the government can assist foreign businesses but that crypto firms typically face additional licensing and compliance requirements beyond basic corporate registration.

Marie Antonette Quiogue, head of legal at BlockShoals and CEO of Arden Consult, said the SEC has created a framework for foreign crypto exchanges willing to operate in a regulated environment. She cited BlockShoals’ nearly two-year process developing its arrangement with Binance as an example of how long compliance discussions can take.

Advisers noted the Philippines’ young population, high mobile usage and widespread English proficiency as factors that could support consumer adoption of digital payment tools, while stressing the practical hurdles that come with entering a regulated market.

Dash has stated it will secure legal clearance and meet compliance obligations before taking operational steps in the country. The company plans further market analysis and regulator discussions before any public launch or establishment of a formal local presence.

The results of those regulator talks and additional market work will guide whether and how Dash proceeds in the Philippines.
