Binance returns to Philippines via SEC-approved partner

Binance reentered the Philippines by partnering with Blockshoals after the SEC approved a regulated crypto-asset sandbox that begins with a 90-day systems integration.

Binance reentered the Philippine market by partnering with Blockshoals Technologies Inc., which received final approval from the Philippine Securities and Exchange Commission on July 2 to run a regulated crypto-asset sandbox.

The supervised program will start with a 90-day systems integration period. During that time Blockshoals will connect systems with a local virtual-asset service provider before any live users are onboarded through Binance.

Under the SEC approval, regulatory responsibility rests with Blockshoals as the licensed local entity; Binance is not granted a standalone operating license in the Philippines. The 90-day period will involve systems testing under SEC supervision, predefined safeguards and reporting requirements.

Blockshoals is a fintech company that builds digital-asset market infrastructure. It will operate the sandbox and manage interactions with the SEC while Binance provides crypto services as the global partner for Philippine-based users.

Yi He, Binance co-founder, posted that the SEC had given Blockshoals final approval to enter the commission’s Strategic Sandbox and wrote, “Binance officially enters the Philippines.” Binance CEO Richard Teng wrote, “The Philippines has always been one of the most vibrant crypto communities in the world. Let’s go!”

Binance previously offered services to Philippine users from an offshore platform without local corporate registration or required licenses. In November 2023 the SEC warned Binance was offering unregistered securities. In March 2024 the SEC and the National Telecommunications Commission blocked access to the exchange’s websites and services. In April 2024 the SEC asked Google and Apple to remove the Binance app from Philippine app stores.

The SEC’s Crypto Asset Service Provider Strategic Sandbox allows regulators to observe operations in a supervised testing environment before wider user participation. The framework permits trialing business models under oversight while requiring reporting and investor protections.
