Kazakhstan Restricts Six Crypto Platforms Over Licensing

Kazakhstan’s AIFC court barred six crypto platforms from offering digital-asset services without licenses and ordered app stores to restrict access to them in the country.

Kazakhstan’s Astana International Financial Centre (AIFC) court has barred six crypto platforms from offering digital-asset services without authorization in its jurisdiction. The order also requires Google and Apple to restrict access in Kazakhstan to the platforms’ apps.

The injunctions cover BingX, Bitcoin.com, Huobi Global, BitMart, Coinbase and WEEX. The court’s Sept. 15 order initially included LBank, but an amendment three days later removed the platform after its operator blocked access from Kazakhstan.

The Astana Financial Services Authority (AFSA) brought the cases against the platforms. The regulator accused them of advertising and providing digital-asset services in Kazakhstan without the licenses required under AIFC rules. The court’s restrictions also cover Google and Apple as operators of the relevant app stores.

AFSA said users of unlicensed platforms do not receive protections required from authorized firms. These protections include safeguards for customer assets, information disclosures, complaint procedures and dispute resolution.

“ This court decision is the result of extensive and consistent efforts by AFSA’s Supervision and Enforcement teams to address the activities of unlicensed crypto platforms that were advertising without authorization and offering digital asset-related services in Kazakhstan without the required permission,” AFSA CEO Evgeniya Bogdanova said.

AFSA said it warned more than 20 platforms about AIFC requirements in 2025. Nine platforms voluntarily restricted access to their apps in Kazakhstan, while seven said they planned to apply for licenses. The authority withdrew its claims against the nine platforms, leaving the injunctions in force against the remaining six.

The AIFC regulates financial services within its jurisdiction. Kazakhstan’s National Bank oversees digital-asset service providers operating outside the AIFC.

Kazakhstan’s Financial Monitoring Agency blocked access in 2023 to almost 1,000 crypto exchanges serving residents without the required registration.
