Williams’ departure comes as Congress has stalled on the Digital Asset Market Clarity (CLARITY) Act, a market-structure bill intended to set regulatory standards for digital assets. The bill requires 60 votes to advance in the Senate, so Republican backers will need some Democratic support before the chamber can move it forward. The measure is stalled as lawmakers head toward the August recess.

At Treasury, Williams coordinated policy across federal agencies and advised on regulatory and market-structure issues related to cryptocurrencies and other digital assets. He worked on rules and guidance aimed at clarifying how federal agencies would oversee digital asset markets and related financial infrastructure.

Market analysts have warned that further delays to the CLARITY Act could prolong regulatory uncertainty and weigh on digital asset prices. Industry participants are watching congressional negotiations and personnel changes at Treasury for signals about the pace and direction of U.S. policy on digital assets.
