Taiwan to apply Travel Rule to domestic crypto transfers

Taiwan’s Financial Supervisory Commission will require crypto platforms to share customer data on all domestic platform-to-platform transfers from October under proposed Travel Rule changes.

Taiwan’s Financial Supervisory Commission (FSC) has proposed amendments that would require crypto platforms to transmit customer information for all domestic platform-to-platform transfers, effective in October. The rules would apply the Financial Action Task Force’s (FATF) Travel Rule regardless of transfer value.

Under the draft, transfers above NT$30,000 (about $930) would trigger additional sender details. Individual senders would need to provide date of birth and residential address. Corporate senders would need an official identification number and registered address.

Receiving virtual asset service providers (VASPs) would be required to compare the beneficiary information supplied by the sending platform with their own customer records before completing a transfer.

The FSC said the draft amendments will enter a 30-day public consultation period. The agency expects the domestic transmission requirements to take effect in October and plans to extend the framework to cover transfers between domestic and overseas VASPs by the end of 2027.

Taiwan first included Travel Rule provisions in its anti-money-laundering rules in 2021 but did not implement them at the time, citing differing national requirements, incompatible information-transmission standards and technical challenges in connecting cross-border systems. The current proposal addresses domestic platform-to-platform transfers first and sets a timetable for cross-border application.

The FATF reported that 83% of surveyed jurisdictions had adopted Travel Rule legislation, up from 73% in 2025, and noted ongoing gaps in implementation and enforcement.

If finalized, the change would remove the value threshold for routine domestic platform-to-platform transmissions, making information sharing mandatory for all such transfers and adding enhanced data requirements once the NT$30,000 threshold is crossed. Crypto platforms operating in Taiwan would need systems to transmit and reconcile customer data securely. After the public consultation the FSC may revise the proposal before issuing final rules and setting compliance deadlines, and expansion to cross-border transfers will depend on technical interoperability and alignment with foreign VASP requirements.
