Brazil imposes 24-hour hold on crypto transfers over $10,000
Brazil’s Central Bank ordered a 24-hour hold on digital-asset transfers over US$10,000 to foreign VASPs or self-custody wallets, effective Jan. 1, 2027.
Brazil’s Central Bank issued a resolution requiring a 24-hour retention of digital-asset transfers that exceed US$10,000 when funds are sent to foreign virtual asset service providers (VASPs) or to self-custody wallets. The requirement takes effect Jan. 1, 2027.
Resolution 584 of 2026 amends Resolution 142 of 2021 and obliges payment-system participants that handle digital assets to delay execution of transfer orders for 24 hours when a single transfer or the daily total on behalf of the same customer exceeds US$10,000 or its equivalent. Providers may release funds before the 24-hour period if their risk assessments find no issues. Customers must be informed about the status of their funds at all times.
The Central Bank described the retentions as precautionary and said they will allow institutions and VASPs time to run risk checks on large outbound crypto movements and to apply fraud-prevention procedures before completing transfers out of the regulated system.
The resolution also requires VASPs to keep daily records of fraud or attempted fraud in payment and virtual asset services, including the corrective measures adopted.
Industry groups objected during a public consultation that closed on July 2. Abcrypto, which represents firms including Binance, Coinbase, Crypto.com and Tether, argued the 24-hour retention would not alter illicit actors’ behavior and warned the delay would harm legitimate users and businesses that rely on fast transfers.
The Central Bank said in a press release the measures “strengthen the protection of financial services users and contribute to the safe development of the virtual asset market in Brazil.” The resolution becomes binding on Jan. 1, 2027 and updates operational requirements and reporting obligations for payment-system participants working with virtual assets.
